Winning a government tender can give your business steady, large-volume orders. But the process can feel complex for first-time bidders. This guide breaks down how to apply for government tenders in India, from registration to bid submission.
Step 1: Register on the Right Portal
Most Indian government tenders are published on three types of portals: the Government e-Marketplace (GeM) for common-use goods and services, CPPP/eProcure for central government high-value tenders, and state-specific e-procurement portals. Register on the portal that matches the tenders you want to bid for.
Step 2: Keep Your Documents Ready
- PAN card of the business or proprietor
- GST registration certificate
- Bank account details and cancelled cheque
- Udyam / MSME registration (if applicable)
- Digital Signature Certificate (DSC) for e-tenders
- Past work experience, turnover certificates, and licences
Step 3: Search and Shortlist Tenders
Use filters like category, state, estimated value, and closing date to find tenders that match your capability. Read the tender notice carefully to confirm eligibility, scope, EMD amount, and evaluation criteria.
Step 4: Download Tender Documents
Download the NIT, BOQ, specifications, and any corrigenda. Clarify doubts through the pre-bid meeting or by submitting queries before the deadline.
Step 5: Prepare Technical and Financial Bids
Prepare separate technical and financial bids as required. The technical bid covers compliance, experience, and methodology. The financial bid covers pricing. Do not mix the two unless the tender says otherwise.
Step 6: Submit Before the Deadline
Upload documents and pay any tender fee or EMD online. Submit well before the deadline to avoid last-minute portal issues. Keep a submission receipt and tracking ID.
Step 7: Attend Bid Opening and Follow Up
Attend the online bid opening, review the comparative statement, and be ready to submit clarifications. If you win, complete contract formalities, security deposit, and performance obligations on time.
